Voters elected Dave Barrett, the first New Democrat Premier for British Columbia. One of his first announcements revealed his intention to create a Northern Affairs Department to improve access for northern residents to government services. "We’ve got to do something about getting a more direct route to the cabinet for the people of the north," Barrett said.

Preliminary concepts for construction of a $14 million shopping centre development—eventually named the Pine Centre mall—were under discussion. Mayor Harold Moffat opposed the development because it would detract from business downtown, but eventually voted in favour of it. Shareholders of the adjacent golf club voted to sell three fairways to the developers. Upon hearing this, the mayor suggested that the proceeds from the sale should be placed in trust for future recreational use.

A construction strike delayed building plans for the airport terminal and the highway bridges.

During the civic election, aldermanic candidate Bob Martin campaigned to have Cottonwood Island preserved as a multi-purpose park. He foresaw the development of trails and picnic areas throughout the scenic location, which would benefit citizens and tourists alike. The project was eventually made a reality.

The Victoria Street Market opened, offering handicrafts, plants and products, as well as entertainment. Proceeds supported the community work of St. Michael and All Angels Church, as well as world relief agencies. Many Prince George businesses supported the project by providing products either as donations or at a discount.
